These include pollution from China in the form of acid rain; management of environmental commons, such as regional seas; the stratospheric ozone layer and atmosphere; environmental restrictions on trade (for example, the Convention on International Trade in Endangered Species, or CITES); the use of aid to promote Japan's environmental and economic objectives in other countries, and the environmental consequence of Japanese-funded development projects; and the internationalization of the Japanese economy, including the environmental impacts of the activities of Japanese multinational corporations (JEC, 2000, p48).

It has usually resisted any links between financial and technical assistance from developed countries in the context of the climate change regime and emissions limitations by developing countries. Instead, it has demanded transfers of funds on non-commercial and preferential terms, and has rejected most of the market-based international mechanisms for emissions reductions advocated by developed countries and their industries (Linnerooth-Bayer, 1999, p59). According to one observer, 'Only when outsiders (for example, the GFF [Global Environment Facility|) have paid the incremental costs has China been willing to implement global warming propels 1 (Victor; p20l).
