Welfare reform which is beneficial to the poor can only be successfully pursued in the longer run within a framework in which the self-interest of the majority is served. Universal provision must still be a goal for basic welfare. But in this new political age extending the principle of universalism will only be realisable within a system of joint public-private provision.
